Title: Evaluation Studies of FAA's Performance Management Plans

Requirement: Analyze, evaluate, and suggest improvements to performance plans for FAA's employees.
Solution: In three separate studies, JPS has evaluated the quality of the FAA's performance plans. The first study was conducted in mid FY 1999, the second at the end of FY 1999, and the third in April of 2000.  The studies and suggestions by JPS are allowing FAA to track the improvement in the quality of their plans over time and evaluate the success of the interventions.

JPS devised a set of rating scales to quantify the quality of performance plans and ensure reliability of ratings.  JPS trained raters to use the scales.  Using the ratings, JPS evaluated a sample of the FAA's performance plans and determined the extent to which the plans are linked to the larger directorate and FAA organizational goals.

In follow-up work to these studies, JPS developed and provided training to groups of FAA instructor/coaches to help support other FAA employees in writing quality plans. JPS assisted FAA in identifying ways to further improve its automated system for recording performance appraisals, provide more effective one-on-one coaching, and develop learning support groups.

As deliverables, JPS provided three technical reports containing detailed assessments of the quality of plans, two days of training to instructor coaches, and a set of model results-based performance plans.
