Title: Review and Assessment of the Alternative Personnel System
Agency: The Corporation for National and Community Service (CNCS), Office of the Inspector General (OIG)
Requirement: Conduct an follow-up audit to review progress since initial audit of alternative personnel system.
Solution: In 1995, the Corporation established an Alternative Personnel System (APS) for the general service employees. In 2002-2003 Deloitte & Touche (D&T) conducted an audit to evaluate the effectiveness of the system and identified thirteen areas related to the APS and the Equal Employment Opportunity (EEO) climate where management could make improvements. JPS was hired to conduct an audit to evaluate whether the D&T recommendations were implemented, if the conditions were corrected and if not corrected, if the recommendations were still appropriate, and where the Corporation had otherwise made progress. Additionally, JPS reassessed employee perceptions of inequity caused by the APS in areas including but not limited to staffing, term appointments, bonuses, salary, hiring and promotions.

The JPS methodology included review of internal Corporation documents, analysis of personnel data, interviews with senior management and other employees, focus groups with employee groups, and an organization-wide electronic survey.

JPS review identified that a number of Deloitte & Touche recommendations had not been fully implemented and a new set of recommendations can be added. A final report summarized the results of the assessment and included JPS recommendations.
