Title: FCC Human Capital Management Risk Assessment Agency: Federal Communications Commission (FCC) Office of Inspector General (OIG) Requirement: To determine areas of risk in the overall human resources management strategy of the FCC including performance management. Solution: To conduct this risk assessment,  JPS compared the Commission's human capital policies and procedures to six (6) standards outlined in the Office of Personnel Management's (OPM) Human Capital Assessment and Accountability Framework.  One key area was performance management. The report assigned a level of risk of the Commission not achieving each standard. JPS gathered data from documents that were relevant to human capital management policies and procedures being used by the FCC for managing human capital.  JPS specialists also interviewed administrators and managers responsible for developing, monitoring, and implementing the Commission's human capital management strategy. As a result of this risk assessment survey, JPS identified several areas in which the OIG may perform further reviews and consider in future audit planning.  JPS also identified several overarching concerns and recommendations for implementation by FCC management in developing its human capital management strategy.
