Title: Design and Develop a Multi-level Performance Management System
Agency: Federal Labor Relations Authority (FLRA)
Requirement: Design, develop, and implement a multi-level performance management system for the General Schedule (GS) employees, and review and modify the system for the Senior Executive Service (SES) employees.
Solution: This project spanned two contracts – the first included designing a multi-level performance appraisal system for GS employees, which included three achievement levels and five summary levels. A representative sampling of employees participated in this process through serving on a design team. The results of this contract were a draft policy document as well as sample forms and instructions.

The second contract was let to develop and implement the GS system and update the SES system. JPS conducted workshops with all employees to develop their critical and non-critical elements. JPS also revised and updated draft policy documents, revised and updated forms and instructions, developed handbooks for GS and SES employees and brief job aids to highlight key rating and approving official responsibilities. At the end of the project JPS trained GS employees, supervisors, and SES managers on the new/updated systems and their responsibilities.

To communicate about the anticipated organizational change, JPS delivered one briefing at the beginning of the project to all employees describing the project scope. JPS also designed and developed an intranet site to inform employees about activities. This site included copies of employee briefings, documents, weekly activities, and frequently asked questions.
