Title: Hybrid Sailor Selection System

Requirement: Conduct a future oriented job analysis for "hybrid sailors"
Solution: For their new Littoral Combat Ship (LCS), the Navy anticipates selecting "hybrid sailors" who will be able to perform the work of several ratings. This Phase I Small Business Innovative Research (SBIR) project encompassed conducting a future oriented job analysis for one billet on the proposed new LCS (for which there were no incumbents). The project included identifying tasks for the billet and the attributes required for successful performance.

JPS reviewed existing job task data as well as the knowledge, skills and abilities developed by the Navy; and built a database. We conducted a focus group with subject matter experts to gather information about the proposed job; identified gaps in existing tasks and developed proposed new tasks; identified gaps in knowledge, skills, abilities and other attributes; and prioritized abilities that could be used to develop a selection system. Because the job is anticipated to be high stress, we developed a Work Hazards Analysis Scale to measure job stressors.

JPS also developed a high level plan to recruit hybrid sailors. We proposed that in Phase II, the Navy consider developing and validating a selection system for all billets on the LCS rather than developing a selection system for one billet. The Navy has invited JPS to submit a proposal for Phase II.
