Requirement:	Develop an interactive computer-based training on processes and procedures of export licensing.
Solution:	JPS developed a software tool designed to improve the skills of foreign licensing officers. The Licensing Officer Instructional Simulations (LOIS) presents the user with a series of hypothetical applications to simulate the job of a licensing officer in processing export license applications. In each case, the user must decide if the application is complete, if the commodity classification is accurate, search simulated databases to verify the legitimacy of the exporter and consignee, staff the cases to other government agencies, and make initial and final decisions regarding granting of the license. The user gets immediate feedback about each decision, as well as feedback at the end of the case about the key issues associated with making decisions with that type of commodity. JPS delivered the tool loaded with 30 cases, a software utility to enable input and editing of additional cases, and a user guide. This tool currently exists in English and Russian languages.
