Title: Low Wage Worker Partnering Project

Requirement:
Develop partnerships and materials in support of the low wage worker initiative sponsored by the Department of Labor.
Solution:
JPS was hired to provide support to the partnerships established between the Department of Labor (DOL) and non-governmental social services agencies. The partnerships have the following goals:

  • Raise the awareness of low-wage workers about their rights under the FLSA and FMLA.

  • Educate and increase awareness within religious, social service and advocacy organizations about the provisions and remedies provided by the FLSA and FMLA.

  • Prepare social service agencies to provide information and limited technical assistance to low-wage workers.

  • Produce a cadre of social service personnel to prepare other people to inform and assist low-wage workers.

To identify the support that social service partners required, JPS conducted interviews and focus groups with representatives from several sites throughout the United States.  Based on information gathered at these sessions, JPS developed a resource handbook, provided training and other forms of support during pilot tests, and created worker friendly compliance materials, such as posters, pamphlets, inserts, and public service announcements.  After the evaluation of the project, JPS recommended steps DOL take to expand the outreach efforts.
