Beginning in 1996, JPS has developed over 20 separate courses on export controls. These courses are used to train foreign delegations in export controls and non-proliferation.
JPS began the project with a careful needs assessment to identify the different functions that make up Western export control systems. An analysis of the training populations was part of the needs assessment. A job analysis of export control licensing officers was also conducted.
JPS then developed a series of courses covering commodity classification, license processing, export control laws and regulations, industry/government relations, export enforcement, and targeted risk management. Courses range in length from just a few hours to a full five days. The foreign officials use this information to enhance their own country's export control systems and thereby reduce the potential spread of weapons of mass destruction.
