| The Pipeline and Hazardous Materials Safety Administration’s (PHMSA) Office of Training and Qualifications (TQ) contracted with JPS to perform a task analysis of Federal pipeline safety inspectors. The goal was to collect up-to-date information to evaluate and enhance the training that Federal inspectors receive.
JPS conducted interviews with senior PHMSA officials and Regional Directors (RDs). We then held focus groups with inspectors in each region. JPS used the information to develop an electronic questionnaire containing a comprehensive listing of job tasks. The questionnaire was sent to all Federal pipeline inspectors. Respondents rated the difficulty and importance of each task. JPS obtained a response rate of 91%.
JPS then facilitated a week-long workshop at the TQ Training Center in Oklahoma City with the PHMSA Deputy Associate Administrator, Federal inspectors from each region, and the TQ Director and staff to review the job analysis results and apply the information to evaluate current training.
JPS documented the formal training that inspectors currently receive and some challenges that TQ faces in providing this training. JPS recommended that TQ enhance their coverage of the following topics:
- Writing skills
- Industry standards
- Construction inspections
- Teamwork
- Leadership
- Root cause analysis
JPS also identified several opportunities to strengthen the total training system for inspectors. JPS recommended that improvements be made to the orientation new hires receive. JPS also recommended a more formal and structured program of on-the-job (OJT) training. |
