Title: Program Evaluation of SCI Compensation Pilot
Agency: Federal Aviation Administration (FAA)
Requirement: Evaluate the impact and effectiveness of a new compensation and incentive system being implemented by the FAA.
Solution: JPS conducted an evaluation of a pilot program in one of the major divisions of the FAA to assess its impact on organizational goal attainment, employee performance, team morale, and skill retention.

The FAA instituted a Pilot Compensation program in the Office of Research and Acquisition as a component of an initiative to develop a "pay-for-performance" environment. This program included a Superior Contribution Incentive (SCI) to reward high achieving employees. 

To complete the assessment, JPS analysts conducted focus groups with employees and structured interviews with managers and administrators. JPS statisticians analyzed various data sets to determine any measurable effects of the pilot program.

JPS provided reports assessing the statistical data describing SCI recipients, the effectiveness of the SCI award process, and the impact on the goal attainment of the organization.
