JPS conducts evaluations of existing programs and recommends strategies to improve their efficiency and effectiveness.  This work has included evaluating existing and developing new programs.

Defense Logistics Agency (DLA) – The DLA converted many of its employees from the GS system to the National Security Personnel System (NSPS). Features of this alternative personnel system included pay banding and a new pay-for-performance system. JPS conducted a formal analysis to identify inequities in outcomes for EEO groups. JPS also performed a detailed review of the NSPS policies and procedures adopted at DLA.

Equal Employment Opportunity Commission (EEOC) – Office of Inspector General (OIG) – For the OIG, JPS evaluated the impact of EEOC’s national contact center on operations, headquarters and field staff, and customers.  The evaluation design included multiple data collection methodologies and resulted in recommendations that could improve operations over the short and longer term.

U.S. Department of Labor (DOL) – Veterans' Employment and Training Service (VETS) – VETS established two programs to assist separating military personnel obtain jobs in the information technology (IT) sector. JPS evaluated both programs. JPS made recommendations for future activities to assist veterans transitioning into positions in the IT industry.
